Requirements

for the photographs, attached to the applications
for issuing the new personal identity documents.

  1. The photographs should be recent - taken within 6 month before the date of the submission of the application.

  2. The photographs should be in color, made according to the classical negative - positive photographic technology.

  3. Invalid photographs are those, which:

    -   are taken with digital cameras, printed with scanners or photocopiers, made according to a dry momentary method, as well as retouched photographs;

    -   are printed by means of offset and other kind of polygraphic equipment, of laser, ink-jet, thermo-transferring and other printing devices or if they are of "chromic" type.

  4. The photographs should be made on conventional photo-paper with smooth mat surface and between 0,12 - 0,20 mm thick.

    Photographs made on glossy and screen paper are invalid.

  5. The photographs should be 35 by 45 mm (16/16" by 113/16" ).

    The photograph is allowed to be 37 +/- 2 by 47 +/- 2 mm (17/16" +/- 1/16" by 114/16 " +/- 1/16")

  6. The face of the person in the photograph should be between 25 and 35 mm (1 and 16/16") long, measured from the lower part of the chin to the top of the head (including the hair).

  7. The person in the photograph should be in full-face, the head of the person being centered.

  8. Photographs on which the people portrayed are in right or left half - face are invalid.

  9. The photographs should be taken without close-up - the axis of the lens should be horizontal and on the level of the eyes.

  10. Photographs with low close-up (the axis of the lens below the level of the eyes) or with high close-up (the axis of the lens above the level of the eyes) are invalid.

  11. The background of the photograph should be neutral, light gray - 20% compactness. It is allowed for the background to vary between 15 and 25% of the gray scale.

  12. The lighting of the face on the photograph should be even, without shades, gleams and defects.

  13. Photographs with "red eye" or with counter-lighting are invalid.

  14. The exposure of the photographs should be normal.

  15. Over-exposed and under-exposed photographs are not valid.

  16. The colors of the photographs should be natural and balanced.

  17. Photographs in reddish, blue-greenish or yellowish nuances are invalid.

  18. No hats and kerchiefs are allowed on the photographs, unless both ears and at least 1 cm of the hair of the photographed person are visible.

  19. No glasses are allowed, unless they are worn permanently.

  20. Photographs of persons with sunglasses or darkened glasses are invalid.

  21. Photographs of persons with beards and moustaches are allowed if they have them permanently. In cases of removing the beard or moustaches a new photograph should be taken and the ID documents should be changed.

  22. Photographs of persons with wigs are allowed if they are worn permanently.
